SURUMER Final Conference - Stakeholder Dialogue on Sustainability of rubber cultivation – pathways and scenarios

Adjacent to the scientific rubber conference we presented our findings in a stakeholder-oriented and user friendly way and put up the results and suggestions for discussion (see attached program). Nearly 50 participants from 13 local and regional institutions met at the Hilton Double Tree Resort Hotel and analysed and discussed the SURUMER findings from their specific stakeholder-point of view. Besides the scientific facts, SURUMER’s stakeholder-oriented approach and respective processing and presenting of results was very well received. As a result the whole SURUMER-team was highly welcomed for further collaboration.

Sustainable Rubber Conference 2016 (SURUMER Abschlusskonferenz)
In 2016 SURUMER co-organized the International Sustainable Rubber Conference, held at the Xishungbanna Tropical Botanical Garden (XTBG) in Xishuangbanna, Yunnan, China, from October 17-19. The event also stood for the final conference of the SURUMER-project. More than 100 participants from 15 countries, representing 35 institutions, joined the conference to learn more about current rubber research, exchange and discuss findings, and network towards further cooperations. The SURUMER – consortium presented its research findings in the following talks:

Workshop on "Rubber Management & Responsible Use of Agro-Chemicals"

This WS was conducted to improve the understanding of agro-chemicals and create awareness concerning their potential negative impacts. Additionally, participants were informed and trained how to safely apply agro-chemicals where needed.

Current best practice in rubber management was presented, but also alternative options. Finally, the objective of the workshop was to better understand the needs and requirements of the participants when it comes to land-use decisions. This will help to tailor further activities to the needs of the participants.

Further participants were from government bureaus as Xishuangbanna Agricultural Bureau, Bio-industry Development office, Xishuangbanna Environmental Protection Bureau, Xishuangbanna Reclamation Bureau, Xishuangbanna Forest Bureau, and Naban River Watershed National Nature Reserve Bureau; from research institutes as Xishuangbanna Tropical Botanic Garden and Yunnan Institute of Tropical Crops; from State Farms as Jinghong Farm Management Board; from enterprises as Jingtai Green Industry Company.

The overall objective of this workshop was to present and discuss the preliminary results of SP8, including:
1) Present preliminary results of ESS ranking of different stakeholder groups, farmers’ willingness to accept land-use change, the existing rubber value chain in Xishuangbanna, a decision making tool;
2) Discuss factors of willingness to accept; and 3) Discuss the application of the decision making tool.

The objective of this workshop was to present SURUMER preliminary research results and discuss with regional stakeholders (administration, industry, research institutes) from Xishuangbanna Prefecture and SURUMER representatives. SURUMER SP1 and SP3 gave presentations on their research topics about carbon, soil erosion and safe drinking water. The general framework for SURUMER training unit was discussed to identify an appropriate format of training and training needs of stakeholder.

Study on Farmers' Acceptance of Land use changes

Farmers "willingness" to accept land use changes and respective compensations is a decisive factor for the implementation of strategies developed within SURUMER. The objective of this study is to analyse - for predefined cases - individual acceptance factors, conditions of acceptance as well as possible monetary and non-monetary compensations.

The following cases with relevance for the  SURUMER framework will be analysed:
1) water protection zones (with measures of agrochemical use reduction and soil coverage keeping) and
2) intercropping of rubber with endangered tree spieces.

The study preparation phase started in Oct 2014 and the field phase will be in March 2015 in NNNR. Results will be discussed during a regional stakeholder workshop in August 2015.

Sustainable natural rubber production in Malaysias Kedah State- Mr. Zeiler from "Einhorn" condoms invited G. Langenberger to visit the NR-producing sector

 March 19th to 26th, Dr. G. Langenberger visited Malaysia´s Kedah State, invited by ‘Einhorn’ (http://einhorn.my/), a German start-up from Berlin who is establishing a new condom brand. ‘Einhorn’ wants to redefine the understanding of sustainability along the whole production chain of natural rubber (NR), which is the major source of condoms. Therefore, the co-founder of Einhorn, Mr. Waldemar Zeiler, was seeking the expertise of agronomical and environmental experts to assess the current situation and set up criteria for an innovative standard of NR production. To that purpose Mr. Zeiler contacted SURUMER, who is currently the biggest research project dealing with questions of ESS-provision and environmental sustainability of rubber, to discuss the options of a long-term co-operation.
Since Malaysia is well known as provider of high-quality healthcare products based on NR, as e.g. surgical gloves or condoms, Mr. Zeiler identified Malaysia as ideal production site to implement the vision of Einhorn. With ‘Richter Rubber Technology’ (rrt) (http://richterrubber.com/), a leading producer of condoms and respective machinery with a yearly output of more than half a billion condoms, Mr. Zeiler found a well suited partner who is very much interested to contribute to a more sustainable rubber production.
The Malaysian state of Kedah is located in the NW of Malaysia, bordering the Thai provinces of Songkhla and Yala in the North and facing the Malacca Strait along its western shores. With the neighbouring State of Penang and its international airport Kedah is very well connected. The state is a major producer of NR and palm oil as well as a traditional rice grower. Economically, Kedah is highly developed and is home to a respective production and processing industry.
The objective of the visit of Dr. Langenberger to Malaysia was the assessment of the local framework conditions for the implementation of the envisaged cooperation, comprising the availability and suitability of plantation sites, official support by the Malaysian Rubber Board (http://www.lgm.gov.my/), as well as the research environment. The one-week trip consisted of a visit to the RichterRubber production site at Kuala Ketil, excursions to the rubber estate of Mr. Steven Te Lim Thee as well as to a newly established rubber-farmers´ cooperative. This program was completed by meetings with high ranking representatives of the Malaysian Rubber Board as Ms. Rosna Binti Abd Razak, State Director of the MRB for Kedah, and Ms. Datuk Dr. Salmiah Ahmad, Director General of the Malaysian Rubber Board, as well as with the State Executive Council of the State Government of Kedah Darul Aman, Mr. Yb. Dato’ Dr. Ku Abd. Rahman Ku Ismail. As a result of these meetings there was a general consensus that the rubber industry needs to be further developed, and that especially the required work force (tappers) causes increasing problems since the laborious work is not very attractive to young people who have better income options in the nearby cities and industries. Therefore, there is a distinct openness to new ideas as well as the assurance of the respective support to implement such ideas. For SURUMER this can provide interesting options to implement ideas on a more eco-friendly NR-production.

New Project office inaugurated
The new project office within the NRWNNR compound in Jinghong was inaugurated in October 2013. It has two rooms and access to an additional storage room. A laboratory room - currently under construction- will also be accessible soon.

Visit of a former rubber-enrichment trial established in the framework of a former Sino-German Technical Cooperation project on Hainan Island.
In order to assess the results of a former GIZ project on Hainan Island, promoting intercropping under rubber plantations, Mr. Li from Subproject 5 visited Nangeng village of Baoting county on the 1st of August 2012. An interview on the current extend and success of rubber plantations practicing intercropping, was conducted with Mr. Zhu, the head of the local farmer association.
According to Mr. Zhu, there are currently 1000mu (ca. 67ha) intercropped with Yizhi (Alpinia oxyphylla), a medicinal plant belonging to the ginger family. Due to its high yield and market value it is the most promising out of several tested plant species.
A more detailed assessment will follow in December of this year.

Exploratory survey in Xishuangbanna from 25th July to 1st of Ausgust 2012
An exploratory survey in Xishuangbanna was conducted in the context of the activities of Subproject  9 “Microeconomic Analysis” by research partners from China (Dr. Junfei Bai and Mr. Shi Min of the Chinese Center of Agricultural Policy at the Chinese Academy of Sciences) and Germany (Prof. Waibel and J-H. Meier, Institute of Development and Agricultural Economics, Leibniz University Hannover). Semi-structured interviews were carried out with representatives of different ethnic minorities engaged in small-scale rubber production, rubber factories have been visited and a meeting with researchers of the Tropical Crop Research Institute (TCRI) in Jinghong was held.

The exploratory survey provided important information concerning the necessary logistical arrangements for the upcoming surveys.
